Kenya is rolling out a broad set of measures to curb road accidents, following a National Council on the Administration of Justice (NCAJ) report launched on March 2, 2026.

The report laid bare rising fatalities and systemic weaknesses in road safety.

President William Ruto has directed the installation of smart traffic cameras in major towns within 30 days to support instant fines and automated enforcement, aimed at reducing corruption and strengthening compliance with traffic laws.

The reforms also include introducing a demerit point system for driving licences and moving some minor traffic offences from the courts to administrative handling to ease congestion in the justice system and deter repeat offenders.

Mandatory defensive driving certification for public service vehicle (PSV) operators is another key recommendation, designed to professionalise drivers and reduce crashes involving commercial vehicles.

The report further calls for an integrated e-transport and traffic case management system linking enforcement agencies, the Judiciary and transport authorities for seamless response and accountability
