Mulewa, who had served as acting county secretary since 2022 and Mwange, previously acting county attorney, formally assumed their offices.

Ombunya was sworn in as secretary to the Kitui County Public Service Board, succeeding Wilfred Ngesu, who had also been serving in an acting capacity.

The recruitment process for the three positions began in December 2024 and culminated in the formal swearing-in after approval by the Kitui County Assembly.

Members were recalled from recess by Speaker Kevin Katisya to consider the nominees on January 27. Governor Julius Malombe subsequently gazetted the appointments on January 30, 2026.

The ceremony was held at the county headquarters and presided over by Principal Magistrate Calestous Sindani.

Governor Malombe emphasised the importance of the three offices in ensuring effective governance.

He said the county secretary heads the County Public Service and serves as secretary to the County Executive Committee.

The county Attorney acts as the principal legal adviser to the governor and the Executive. The board secretary serves as secretary to the County Public Service Board and oversees its secretariat.

Highlighting the integrity of the recruitment process, the governor said it was conducted in strict adherence to the County Governments Act. He urged the appointees to uphold professionalism, diligence and integrity in service delivery.

During the ceremony, Malombe also announced the renewal of contracts for all 19 county chief officers whose three-year terms expired on February 12, 2026. The reappointments followed positive performance appraisals conducted under the Kitui County Human Resource Policies and Procedures Manual.

The renewed contracts will run for two years or until successors are competitively recruited after the 2027 General Election.

The governor called on the newly appointed officers and the reappointed chief officers to execute their duties diligently, deliver essential services and foster transformative development across the county.
