Members of the Nairobi City County Assembly (MCAs) have thrown their weight behind the cooperation agreement between President William Ruto and Governor Sakaja Johnson.

The ward reps have termed the pact a timely and people-centred partnership aimed at accelerating development in the capital. In a joint statement issued on February 19, 2026.

Led by Anthony Kiragu, MCA for Waithaka, Minority Leader Lawrence Odhiambo among others, the MCAs dismissed speculation around impeachment rumours and instead urged residents to support what they described as a transformative framework.

“We welcome and fully embrace this partnership,” the MCAs said in the statement.

“This cooperation is people-centred and focuses on the essential services that residents of Nairobi have long awaited. It is an arrangement designed to accelerate development projects and significantly improve service delivery across the city.”

The legislators emphasized that the agreement, which is set to inject an additional Sh80 billion into the city’s development, will strengthen infrastructure, urban renewal, and essential public services.

They questioned critics of the deal, asking: “How can Nairobi attain the standards of other world cities if we set aside a cooperation framework that brings an additional KSh 80 billion in funding and instead focus on divisive politics?”

Drawing comparisons with global capitals, the MCAs noted that Nairobi operates on an estimated Sh40 billion budget while serving over seven million residents a figure they contrasted with cities such as Paris and New York City, which operate with significantly larger municipal budgets and structured national government support.

"These examples demonstrate that collaboration between city administrations and national governments is not unusual, but rather a proven and practical model for urban growth and modernization,” they stated.

The MCAs further assured residents that the agreement safeguards accountability, noting that “the Implementation Committee will be chaired by the Governor, working in coordination with national government officials to ensure accountability, transparency, and effective delivery.”

Reaffirming their support, the Assembly leadership added: “As Members of the County Assembly, we affirm that we are fully part of this process and that our constituents stand to benefit directly from the projects and programs arising from this cooperation.”

They called on Nairobians to back the initiative, saying it marks a decisive step toward transforming the city into a globally competitive metropolis.

The ward reps also dismissed a report that there is a plot to impeach the governor, saying he has a lot to do and the city to achieve under the cooperation agreement.
