
The Directorate of Criminal Investigations (DCI) has launched investigations into the alleged non-consensual recording and circulation of videos involving Kenyan women by a suspected Russian national.
The agency said it had noted the reports with grave concern, terming the alleged acts serious violations of privacy, personal dignity and the constitutional rights of victims.
The DCI said the conduct, if confirmed, amounts to technology-facilitated gender-based violence and could constitute offences under the Computer Misuse and Cybercrimes Act, the Penal Code and other statutes protecting women and children.
“DCI has noted with grave concern the alleged non-consensual recording and subsequent circulation of intimate videos involving Kenyan women by a suspected Russian national.
The DCI strongly condemns these reported acts, which constitute serious violations of privacy, personal dignity, and the rights of victims as enshrined in the Constitution of Kenya,” DCI said in a statement.
“Such conduct also amounts to technology-facilitated gender-based violence, exploitation, and potential offences under the Computer Misuse and Cybercrimes Act, the Penal Code, and other relevant statutes protecting women and children.”
The agency said it has immediately activated specialised cybercrime and gender-based violence units to gather evidence, trace digital footprints and identify the suspect.
The DCI are also coordinating with international law enforcement partners and relevant foreign authorities due to the cross-border nature of the case.
Police said the probe willtarget any individuals or entities involved in the recording, dissemination or continued circulation of the alleged harmful content.
The DCI urged affected individuals, victims and witnesses to come forward and record statements at its headquarters, assuring that all reports will be handled with confidentiality, dignity and sensitivity.
Police also warned members of the public against sharing or reposting non-consensual intimate content, noting that doing so perpetuates secondary victimisation and may attract criminal liability under Kenyan law.
The agency reiterated its commitment to protecting vulnerable persons and ensuring accountability in both physical and digital spaces.

On Monday, the government launched an aggressive manhunt for a foreign national accused of secretly recording and circulating intimate images of Kenyan women without their consent.
Gender, Culture and Children Services Cabinet Secretary Hanna Cheptumo said the State had activated a coordinated response involving multiple agencies to ensure the suspect is brought to justice.
“Relevant security, investigative, and prosecutorial agencies have been directed to pursue the matter with urgency, including collaboration with international authorities given the cross-border nature of the case,” she said.
In a statement, Cheptumo condemned the alleged actions, terming them not only criminal but also a direct attack on constitutional protections and national values.
