The Orange Democratic Movement (ODM) has announced that it will conduct county delegates' elections in Homa Bay County on February 13, setting the stage for a fresh round of grassroots leadership contests within the party.

In a formal notice issued by the party’s National Elections Coordinating Committee (NECC), ODM confirmed that the exercise will bring together eligible branch delegates to elect officials to various county offices.

“The National Elections Coordinating Committee (NECC) will conduct County Delegates elections for Homabay County on Friday, 13th February 2026,” the statement read.

The committee said only duly recognised delegates from branches will be allowed to participate and that those seeking elective slots must submit applications and pay the prescribed fees through the party’s official payment channel.

“Eligible delegates of the branches can apply for any positions at county offices,” the notice stated.

According to the guidelines released, aspirants will be required to pay their application fees through the party’s paybill number 985900, with the account name indicated as the specific position being sought.

The NECC outlined a tiered fee structure depending on the category of office.

“Sh1,000 for any non-executive positions in the county offices,” the statement said.

It added that special interest positions would attract slightly higher charges of Sh2,500 for women, youth, disability and special interest representatives in the county offices.

Those vying for executive positions will pay more, with the committee specifying Sh5,000 for any executive positions at county offices, other than that of chairperson.

Candidates seeking the top county leadership slot will pay the highest fee of Sh10,000 for chairpersons to county offices.

The announcement signals ODM’s preparations to strengthen its county structures ahead of future political activities by ensuring that local offices are filled through an organised delegate-based process.

The statement dated February 6, 2026, was signed by Emily Awitta in her capacity as chairperson of the National Elections Coordinating Committee.

By formally communicating the timetable and requirements, ODM aims to give branch delegates and potential candidates sufficient time to prepare for the elections while standardising the process across positions.

The Homa Bay exercise is expected to shape the party’s county leadership structure and influence how it mobilises at the grassroots level in one of its traditional strongholds.
