Interior Cabinet Secretary Kipchumba Murkomen has said the government is working to ensure that all children eligible for Grade 10 transition are enrolled in school, citing a coordinated, whole-of-government approach to address challenges facing learners.

Speaking during a briefing in Kisumu, Murkomen said the administration is supporting the Ministry of Education in efforts to reach students who have not yet transitioned to secondary school.

He noted that the current national transition rate stands at about 70 per cent.

Murkomen said some learners remain at home due to factors such as school fee challenges, lack of placement, or other difficulties, adding that the government is working with the Ministry of Education to address these barriers and improve transition rates.

As part of the effort, Murkomen said chiefs, assistant chiefs and other National Government Administration Officers have been tasked with identifying children who are still at home and facilitating their return to school.

He added that local administrators are also guiding parents experiencing financial difficulties to relevant offices, including those responsible for bursary disbursement under the Constituency Development Fund.

Murkomen said that for day secondary schools, annual fees average about Sh10,000, noting that community-based support mechanisms and existing government programmes are intended to help families meet education costs.

He also encouraged parents and learners to consider enrolling in nearby schools, particularly in cases where students did not secure placement in their preferred or higher-cost institutions.

According to the Interior CS, local administrators are mobilising communities to support full transition, stressing the importance of collaboration at the community level to ensure learners continue with their education.

Murkomen said the transition exercise is ongoing, with his ministry continuing to support mobilisation efforts in collaboration with the Ministry of Education.

He added that the government is deploying the necessary administrative and support resources to facilitate the transition of all eligible learners to Grade 10 during the current academic year.

Murkomen said the government’s approach brings together administrative coordination, community mobilisation and financial support to address obstacles preventing some learners from joining secondary school.

He urged parents, community leaders and local administrators to work together to support learners and promote access to secondary education.
