The Kenyan government has issued a stern directive following the non-consensual filming and distribution of private videos involving a 23-year-old woman.

Marion Naipei has recently broken her silence regarding the harrowing ordeal, which she alleges was orchestrated by her former partner, based in the United States.

The Cabinet Secretary for Gender, Culture and Children Services, Hanna Wendot Cheptumo, addressed the matter via her official X account.

She described the circulating footage as disturbing and confirmed that the Ministry is now engaging relevant agencies to take legal action.

"The dignity, privacy, and bodily autonomy of every person are inviolable and are guaranteed under the Constitution of Kenya,CS Hanna Wendot Cheptumo said.

The Ministerial Directive

CS Hanna Wendot Cheptumo reaffirmed that any conduct undermining a person's rights through digital transmission is unacceptable. The Ministry’s directive calls for a review of the matter within legal mandates to ensure compliance with ethical standards.

“The Ministry is engaging relevant agencies to review the matter within their respective mandates. Appropriate action will be taken in accordance with the law.”

The government has also urged the public to stop sharing the video. The CS warned that further circulation only causes additional harm to the victim.

“We urge members of the public to exercise restraint and responsibility by refraining from the further circulation of such material and by avoiding commentary that may occasion additional harm,she added.

A Year of Broken Promises

Marion’s ordeal reportedly began within a relationship she believed was headed for marriage. She had been dating the man online for approximately one year. He allegedly promised to take her to the United States to start a new life together.

The two met in person on 5 January 2026, after he arrived in Kenya. According to Marion, they met at a local entertainment establishment where a group of friends joined him.

During the meeting, Marion claims she was given a white powder to sniff, which her partner told her would reduce the effects of alcohol.

Instead, she became extremely dizzy and lost her physical coordination. She alleges that after she refused to engage in sexual acts with her partner and his friend, the man began recording her in a vulnerable state.

Police Action and Arrests

The investigation into the case is progressing rapidly. Geoffrey Mosiria, a Nairobi County official for citizen management, has been advocating for Marion after she sought his assistance.

While two suspects are in custody, authorities continue their search for the primary suspect. Marion, who described herself as "traumatised," has apologised to her family and Kenyans, stating she was heavily intoxicated and taken advantage of during the incident.
