Geoffrey Mosiria, the outspoken Nairobi County Chief Officer (CO) known for his hands-on approach to city hygiene, has been moved to a new portfolio in Governor Johnson Sakaja’s recent shake-up.
Mosiria, formerly the Chief Officer for Environment, was reassigned to the Citizen Engagement and Customer Service docket.
The changes, which affected nine other officers, were announced in a circular dated November 18, 2025.
Governor Sakaja stated that the changes were normal and within his authority, referencing Section 45(5) of the County Government Act 2012.

The Environment Crusader
During his tenure as Environment Chief Officer, Mosiria gained significant public attention. He was instrumental in ensuring Nairobi remained clean and noise-free.
His work often involved responding to complaints and implementing conservation initiatives. Mosiria’s tireless efforts in curbing illegal dumping were highly publicised.
The CO was particularly known for exposing the poor sanitary conditions of eateries and street food vendors in Nairobi’s central business district.

These high-profile operations led to the suspension of vendors and the closure of several kiosks.
Mosiria also took action against noise pollution, suspending nightclubs operating in residential areas. He even offered a reward of Sh5,000 for tip-offs leading to the identification of dustbin thieves.
Mosiria has been replaced in the Environment docket by Hibram Otieno.

A New Role in Citizen Services
The move to Citizen Engagement and Customer Service marks the second time Mosiria has been reshuffled under Governor Sakaja. He had initially moved from the Health docket to Environment.
The November 2025 reshuffle coincided with the Governor's announcement of six new administrative units, known as Boroughs, aimed at ensuring effective service delivery for Nairobi residents.
The former Environment boss will now focus on engaging citizens and improving customer interactions with the county government.
Background in Public Health and Administration
Geoffrey Mosiria, whose full name is Geoffrey Omatoke Mosiria, belongs to the Abagusii ethnic group.
He is estimated to be in his mid-to-late 30s, with some sources indicating he was born in 1986, making him 39 years old as of November 2025.

His professional career began in 2013. He served as a Hospital Administrator at facilities including Pumwani Maternity Hospital, Mbagathi Hospital, Mutuini, and Mama Lucy Kibaki Hospital until 2022.
As Chief Officer of Health Facilities, Mosiria championed significant improvements. He played a key role in the establishment of the first Intensive Care Unit (ICU) at Mama Lucy Kibaki Hospital.
Under his oversight, Mbagathi Hospital received a state-of-the-art Newborn Unit and a Neonatal Intensive Care Unit.
Furthermore, he spearheaded the installation of modern elevators and a new generator at Pumwani Maternity Hospital.

Mosiria boasts a strong academic record. He holds a Bachelor of Commerce degree from the University of Nairobi (2014).
He further pursued a Master of Business Administration (MBA) in Finance and Financial Management Services from the University of Nairobi, completing it in 2018.
Mosiria is married, and the couple has children together. He has been married for over nine years. He often expresses deep appreciation for his wife’s love, dedication, and support, crediting her for providing stability and joy.
