President William Ruto has disclosed the staggering financial investment Kenya requires to achieve first-world status.

Speaking on Sunday, November 2, 2025, at the African Divine Church in Gamalenga, Vihiga County, the President outlined a grand strategy.

He affirmed that Kenya has the potential, vision, and people necessary to transform its economy. The nation needs approximately Ksh 4 trillion to move from a third-world to a first-world country.

President Ruto insisted this monumental shift is possible within the lifetime of the current generation. He stressed that staying a third-world country is a "mistake".

“We have the greatest potential as a nation. Our being a third-world country is a mistake. We shouldn't be a third-world country. We have what it takes. We have the men and women. We have the plans and the vision to change this country from a third-world country to a first-world country,” he said.

Massive Infrastructure and Agriculture Investments

The KSh 4 trillion requirement is divided among three crucial economic pillars. Infrastructure development, encompassing roads, rail, and airports, will require an estimated KSh 1.5 trillion.

Energy generation and supply is allocated another Ksh 1.5 trillion.

Furthermore, agriculture is critical to the plan. A sum of KSh 1.5 trillion is dedicated to this sector. This funding will support projects bringing an additional two million acres under irrigation.

The overall four trillion shillings is the money needed to transition Kenya from relying on food imports to exporting products.

This massive investment will also ensure all regions are accessible via upgraded roads and rail networks.

"We need possibly 1.5 trillion shillings to deal with roads, rail, and airports. We need possibly another 1.5 trillion shillings to do energy and another 1.5 trillion shillings to do agriculture."

Funding the Vision: Intelligence Over Taxation

The President reassured the public that raising this capital does not necessitate increasing taxes. He stated that moving the nation forward primarily requires intelligence and wise planning (“akili inahitajika”).

He pointed to successful economic transformations in nations like Korea, Singapore, and Malaysia. President Ruto believes Kenya will achieve its goal within the next 20 to 30 years.

“In the next 20 to 30 years we can move this country to a first world country na kwa hivyo mimi nawaambia viongozi hapa wajipange mimi nimejipanga anga kwa sababu hii nchi haiwezi kwenda kuendelea kuwa ni nchi ya umaskini.”

Proposals outlining this national economic pathway will be presented to Parliament shortly.
