Former Cabinet Secretary and President Ruto’s advisor, Moses Kuria, has announced his intention to contest the Nairobi County Governorship in the 2027 General Election.

Kuria, who previously served as a Presidential Advisor, declared his bid, stating that the capital’s persistent problems with filth and poor management spurred his decision.

Kuria's declaration, made on Monday, October 13, 2025, comes just two days after he set a strict condition for potentially working with former Deputy President Rigathi Gachagua.

The political developments signal Kuria's active positioning ahead of the 2027 polls.

The former Gatundu South MP’s announcement followed frustration voiced by President William Ruto regarding Nairobi’s deteriorating state.

Speaking at an AIC Ziwani Church service on Sunday, October 12, 2025, President Ruto lamented the situation.

President Ruto stated that Nairobi "cannot continue to be the city in the filth". He announced a new partnership between the national government and Nairobi City County.

This joint initiative aims to tackle persistent waste management challenges, potentially involving private sector players in collection and disposal efforts.

The President also promised national government resources to improve infrastructure, stating the city needs streetlights and better roads to ensure Nairobi "is clean, becomes motorable and a city in the light, not in darkness".

‘Filth, Garbage and Incompetence’

Kuria responded directly to the President’s remarks through his social media accounts. He penned a letter directly addressed to President Ruto.

Kuria pledged to restore the capital city to its former, cleaner status. His commitment means he plans to challenge the incumbent Governor, Johnson Sakaja, in 2027.

Dear President William Ruto. Today you spoke to my heart. Like Prime Minister Baba Raila Amolo Odinga has told me countless times, Nairobi cannot continue to be the City of filth, garbage and incompetence,” Kuria tweeted.

“I have heard your cry. That is why I will offer myself to be the Governor of the great County of Nairobi in 2027. I will fix Nairobi,” he added.

Kuria joins other politicians, including Embakasi East MP Babu Owino, who have also expressed interest in unseating Governor Sakaja.

The Conditional Alliance

Just two days prior to his gubernatorial bid announcement, Mr Kuria offered a conditional alliance to Rigathi Gachagua. Mr Gachagua is the leader of the Democracy for the Citizens' Party (DCP).

The offer, made on Saturday evening, October 11, 2025, sought to end the political rivalry between the two figures.

Kuria acknowledged Gachagua’s growing influence. He recognised the former Deputy President as "edging closer to be our undisputed Kingpin in the Mountain".

However, the political truce carried one non-negotiable condition: respect.

“Kindly refrain from insulting our leaders in general, our women leaders in particular, and all Mt Kenya women by extension”.

Kuria stressed that Gachagua’s "constant scathing attacks" on female leaders were inappropriate for an undisputed kingpin.

Mr Kuria served the Ruto administration in several key roles. He was the Cabinet Secretary for Public Service, Performance and Delivery Management, and also held the position of Senior Advisor to the Council of Economic Advisors. He resigned from his advisory role in July 2025.
