WIPER Patriotic Front party leader Kalonzo Musyoka on Friday outlined a sweeping reform agenda that will be his focus if elected as President in 2027.

The former Vice President accused President William Ruto of unnecessarily overburdening Kenyans, promising to scrap the controversial housing levy on his first day in office.

He said Ruto’s administration has failed Kenyans by running down the economy through punitive taxes and introducing changes to the health and education sectors that have ended up hurting taxpayers more.

Speaking during the Wiper National Delegates Congress in Nairobi, where he was officially endorsed as the party’s presidential flag bearer, Kalonzo declared that his administration would be anchored on restoring dignity to struggling Kenyans and dismantling exploitative Ruto policies.

“We will cut unnecessary taxes such as the punitive affordable housing levy. There will be no more abductions and fear. We will unite this country,” Kalonzo declared to thunderous applause.

“These are not empty promises; these are concrete plans.”

Currently, salaried Kenyans face a heavy tax burden, including a 1.5 per cent deduction from their gross pay for the housing levy and a 2.75 per cent deduction for health insurance.

Kalonzo stated that the housing levy is impoverishing more than three million Kenyans in formal employment and causing widespread suffering.

He claimed the tax was unfairly imposed.

“When we take over, the first executive order I will sign is to scrap the housing levy,” Kalonzo said.

The former Vice President further promised tooverhaulthe education and health sectors, citing broken systems that punish the poor and lock out the majority from accessing quality services.

The Wiper boss did not mince words in attacking President Ruto’s administration, accusing it of failing Kenyans.

He pointed to record-high fuel prices and the rising public debt burden as evidence of gross mismanagement.

Kalonzo also emphasised the need to end corruption, promising to lead a lean, accountable government focused on service delivery, not self-enrichment.

“When I will take over, you will not find the chairman of the Wiper Patriotic Front appointed the new chairman of Kenya Revenue Authority. That one will not happen,” Kalonzo stated.

Upon assuming office in 2022, one of the appointments Ruto made was to name the UDA elections boss as the chairman of KRA.

The former Vice President also pledged to champion honest leadership, be just, and provide equal opportunities for all Kenyans.

"Hope is alive and together we shall reclaim our country, rebuild our economy and restore the dignity of every Kenyan household," he stated, promising a revolution of hope fueled by the unbroken Kenyan spirit.

Kalonzo further made a passionate appeal to Kenyan youth to register en masse as voters to send Ruto packing in 2027.

He urged young Kenyans to exercise their constitutional rights and use the ballot to bring about change.

"If you have not registered, I implore you to register as a voter," Kalonzo said.

He emphasised that registering to vote would ensure Kenya Kwanza becomes a one-term administration.

"When we rise together, no mountain is too high, no government can suppress us. When we rise together, Kenya will rise again."

The candidate highlighted concerns about government oppression, remarking:

"This government ordered that you be shot, not in the head but in the leg because you dared to exercise your constitutional rights."

He called upon young Kenyans, especially the Gen Z population, to "shoot this government at the ballot" and emphasised that the moment for change is now.

Among those in attendance were DCP leader Rigathi Gachagua, DAP-K leader Eugene Wamalwa, PLP leader Martha Karua, former Interior Cabinet Secretary Fred Matiang'i, and former National Assembly Speaker Justin Muturi.

INSTANT ANALYSIS

Kalonzo's strong words and populist pledges signal his readiness to position himself not just as a candidate, but as a clear alternative to Ruto’s leadership. Whether this message gains traction nationally remains to be seen.
