Uganda's Consul General in Mombasa, Kigg Herbert in court./HANDOUTUganda's Consul General in Mombasa, Kigg Herbert, has been arrested and remanded over allegations of causing a financial loss of more than Sh15.9 million to the Ugandan government.
The 59-year-old diplomat was arraigned before the Anti-Corruption Court in Uganda, where charges were read and explained to him. He denied the allegations.
The Anti-Corruption Court remanded Kigg until October 9, 2026, when he is expected to return for the hearing of his bail application, according to a statement issued by Uganda's Inspectorate of Government on October 5.
Kigg, who serves as Consul General at the Consulate General of Uganda in Mombasa, Kenya, was previously arrested by the Inspectorate of Government.
The allegations relate to transactions made in November 2020, when Kigg was serving as Commissioner for Human Resource Management at Uganda's Ministry of Agriculture, Animal Industry and Fisheries (MAAIF).
The Inspectorate alleges that on November 9 and 10, 2020, Kigg, together with the principal of Bukalasa Agricultural College, made five requisitions totalling UGX 614,768,000 on behalf of the college.
The transactions allegedly resulted in a financial loss of UGX 494,097,290 to the Ugandan government.
According to the statement, the funds had not been budgeted for or expected by the college at the time.
The Inspectorate also alleged that there was no valid memorandum of understanding governing the financial relationship between the college and MAAIF.
The funds were intended for various MAAIF activities that could not take place because of Covid-19 restrictions, according to the statement.
Kigg's arrest and prosecution form part of the Inspectorate of Government's efforts to address alleged misuse of public resources.
The government watchdog said it remained committed to protecting public resources and urged public officers to comply with financial regulations while carrying out their duties.
The Inspectorate was represented in court by Principal Inspectorate Officer William Moses Ntamwesigire, Molly Namwanje and Jennifer Nakate, according to the statement.
The case is expected to return to court on October 9 for the hearing of Kigg's bail application.
