The Kenya Secondary School Heads Association has warned of a funding crisis in public secondary schools, citing delayed and inadequate government capitation. KESSHA chairman Willie Kuria says schools have received about Sh14,000 per learner against an expected Sh22,000 annually. Kuria says the shortfall is affecting food, utilities, learning materials and examination preparations, with schools receiving only 2,890 shillings per learner this term.
