Peacebuilding requires upholding the rule of law without favoritism or exceptions. According to NCIC Commissioner Jerusah Mwaathime, enforcement credibility depends on ensuring all individuals face identical consequences for lawbreaking regardless of their ethnic lines, political affiliation, social status or proximity to power. Mwaathime was speaking during the launch of the NCIC Uchaguzi Bila Noma campaign.
