A state can be declared failed when its institutions can no longer guarantee the safety and basic welfare of its citizens, according to international relations expert Paul Mimano. He says a breakdown in security, education, healthcare and economic opportunities weakens government authority and can create room for other actors to take over essential functions. Mimano cites Somalia, Afghanistan and Libya as examples of states that have experienced such failures.
