Odhiambo says the appeal to the ICC reflects growing public distrust in local institutions, including the police, prosecutors, courts and oversight bodies, to prevent and punish political violence. She says the move seeks international observation, evidence preservation and early warning, amid what she describes as growing attacks on civilians, journalists and protesters.
