Security analyst George Musamali says the increasing cases of police officers allegedly being hired to kill are partly driven by the failure to prosecute past cases involving the service. Musamali says officers are taking advantage of inaction within the justice system to engage in criminal activities. He also blames the trend on declining discipline and integrity within the National Police Service, warning that accountability must be strengthened.
