Devolution, administration, public service management, partnerships, liaison and linkages executive Loice Murrey said the county has intensified efforts to enhance efficiency by implementing Performance Review and Performance Contract targets for the 2026-27 financial year.
She described performance contracting as a key management tool that drives daily operations and measures how effectively departments deliver on their mandates.
Murrey urged county officers to provide credible evidence when assessing performance and ensure performance contract targets are aligned with the approved budget, departmental mandates and service charters.
She also called for increased investment in staff capacity building, saying a skilled workforce is critical to delivering quality public services.
"I challenged all staff to take full ownership of their responsibilities and uphold discipline in executing their duties," Murrey said.
She said Governor Jonathan Bii had directed all departments to embrace performance contracting as a key mechanism for delivering the administration's development agenda.
"The governor believes that working with clear objectives, targets and timelines will enable the county to implement programmes that transform the lives of residents," Murrey said.
She said the county leadership was keen to ensure all departments implement projects planned and budgeted for each financial year.
Public service management chief officer Paul Wangwe said regular performance reviews would help identify gaps and improve implementation while ensuring officers remain focused on achieving departmental targets.
He commended the department for improving its efficiency and urged staff to align their work with the county's performance management framework.
Assistant director for performance management Wilfred Nyabando urged officers to fully understand their performance contracts and work collaboratively throughout the implementation period.
He said teamwork and adherence to agreed targets would be critical to achieving departmental objectives and improving services to residents.
The county says strengthening performance management will enhance accountability, improve project implementation and ensure public resources are utilised effectively in delivering services to residents.
