The Council of Governors has maintained that counties cannot employ UHC workers on permanent and pensionable terms using conditional grant funds. COG Health Committee Chair Abdulswamad Nassir says the national government has undertaken to absorb the more than 7,000 workers on PNP terms, although their appointment letters have yet to be issued.
