DCI says investigations show Tuju’s reported disappearance was 'staged'

The Directorate of Criminal Investigations (DCI) has said that inquiries into the reported disappearance of former Cabinet Secretary Raphael Tuju suggest a carefully staged and self-orchestrated incident, rejecting earlier claims that he had been abducted or trailed by suspicious vehicles.

The announcement follows what the agency described as an extensive investigation, which involved a detailed review of CCTV footage, witness statements, and other corroborating evidence.

"After a thorough and meticulous inquiry, investigators have established that the alleged disappearance and abduction of Hon. Raphael Tuju appears to have been a staged and self-orchestrated incident," the agency said in a statement.

According to the DCI, the inquiry established a sequence of events.

Investigators said the movements and interactions of vehicles reportedly involved in the reported disappearance indicate prior planning and voluntary participation in the incident.

The investigation reportedly found that several individuals were involved in coordinating the event.

"Preliminary findings, supported by detailed analysis of CCTV footage, witness statements, and other corroborative evidence, outline a timeline of coordinated actions by the individuals," the statement reads.

The DCI said it is following up with these persons of interest, who are believed to have planned, coordinated, and carried out the reported staged disappearance.

Authorities emphasised that appropriate legal action will be considered against all those found involved.

The DCI also addressed earlier reports suggesting that Tuju was being trailed by suspicious vehicles.

According to the agency, these claims were not supported by evidence.

The investigation reportedly revealed a detailed sequence of coordinated movements.

A vehicle reportedly arrived at a location and parked with its headlights off and hazard lights on, shortly followed by a white Toyota Probox.

Moments later, several individuals reportedly moved from the vehicle into the Probox, which then departed the scene.

Subsequent CCTV footage reportedly showed the Probox returning toward a residential area, concluding the reported operation.

Authorities said the vehicle movements and timing suggest a carefully planned and premeditated incident, rather than a spontaneous or criminal abduction.

"This detailed sequence of events appears to contradict claims of abduction or being trailed by suspicious vehicles," the statement said.

In its statement, the DCI highlighted the importance of establishing the facts and warned against attempts to issue statements that could obscure information or mislead the public.

"The DCI wishes to state that any attempts to issue diversionary statements or obscure the facts will not hinder the course of justice. The investigation remains active and will be pursued vigorously to its logical conclusion," the statement concluded.

The statement comes days after the former Cabinet Secretary claimed he had been trailed by suspicious vehicles and expressed fears for his safety.
