
The Ethics and Anti-Corruption Commission (EACC) has arrested a man accused of impersonating a National Intelligence Service (NIS) officer in an alleged Sh15 million tender fraud scheme.
According to the commission, the suspect is alleged to have presented himself as a senior NIS officer attached to the National Government Constituencies Development Fund (NG-CDF) Board.
He is said to have used this claim to persuade a construction firm to undertake a project at Kaptis Primary Special School in Hamisi Sub-County, Vihiga County.
Investigations indicate that the suspect allegedly staged a fake project handover, accompanied by what are described as forged contract documents, and introduced an accomplice who posed as an engineer to influence unauthorised project variations.
The contractor proceeded with the works and paid approximately Sh1.4 million in what was presented as facilitation fees.
The matter came to light when the firm sought payment from the NG-CDF office and established that no such project had been approved.
The suspect is then reported to have contacted the firm again and demanded an additional Sh20,000, claiming he would facilitate payment processing.
EACC officers arrested the suspect while he was allegedly receiving the money.
He was booked at Kisumu Central Police Station and later released on Sh20,000 cash bail pending further investigations.
The commission said efforts are ongoing to identify and take action against any accomplices.
It also urged stakeholders to remain vigilant and verify procurement processes through official government channels.
