Embattled Orange Democratic Movement (ODM) Secretary General Edwin Sifuna has told President William Ruto to seek the intervention of the late former Prime Minister Raila Odinga if he wants him removed as supervisor of the implementation of the National Dialogue Committee report.

Sifuna said he was the official appointed to oversee the implementation of the memorandum arising from the bipartisan talks and insisted that only Raila, whom he described as his boss, could remove him from the role.

Speaking on Wednesday, Sifuna maintained that he remains the person mandated to supervise the implementation process.

“I want to make it very clear that I am the supervisor the President was referring to yesterday regarding the implementation of the MOU. I drafted that document myself, so I know it very well. In fact, I am the one who took it to him, and he did not read it,” Sifuna said.

“Therefore, I am the one responsible for supervising the implementation of that MOU. I was appointed supervisor by my boss. If anyone wants me removed as supervisor, they should speak to him, he is in Bondo.”

The ODM secretary general also weighed in on the political relationship between ODM and the United Democratic Alliance (UDA), saying there is currently no binding agreement between the two parties.

According to Sifuna, the expiry of the agreement means that claims suggesting the parties are still formally tied are misleading.

“We are the ones who understand the true spirit of this document. As the governor has already said, there is no longer any document binding us to UDA. The agreement expired on March 7, and we have stated that the extension being claimed is illegal,” he said.

“Therefore, nobody can say that we still have any relationship based on that document.”

He also criticised individuals who attended a recent meeting where the matter was discussed, saying he was shocked that participants listened to what he described as false claims without challenging them.

“I also watched with a lot of consternation that people would sit in that room and just listen to blatant lies and clap,” Sifuna said.

Sifuna claimed the government is misleading Kenyans over the implementation of the 10-point agenda agreed between President Ruto and Raila, saying key promises under the deal remain unmet.

He opined that the committee tasked with overseeing the implementation of the agreement had failed to fulfil its mandate and instead attempted to create the impression that progress had been made.

Sifuna said the committee was expected to release its final comprehensive report on March 7,  the same day the agreement was set to expire.

However, he noted that the report was not made public as expected.

“Last Saturday, March 7, 2026, was the day on which the committee overseeing the implementation of the 10-point agenda was expected to release its final comprehensive report. As Kenyans now know, that did not happen,” Sifuna said.

He said the committee’s mandate was clearly defined from the outset, including a requirement to submit progress reports every two months and a final report by the agreed deadline.
