The government is implementing an expansive housing programme targeting security officers across the country, with a total pipeline of 47,464 units under the Affordable Housing framework, Interior Principal Secretary Raymond Omollo has said.

PS Omollo noted that the security cluster now represents the largest and most advanced institutional housing portfolio under the national Affordable Housing Programme.

He said the subcommittee reviewed progress across key priority programmes within the governance cluster, including security-sector housing, digital government services, citizen registration, and the Government Legislative Agenda.

The PS chaired a meeting of the Governance and Public Administration (GPA) sub-committee of the National Development Implementation Committee (NDIC).

According to the update presented at the meeting, the security housing portfolio comprises 165 projects across the country, delivering a total of 47,464 housing units.

Of these, 2,092 units have been completed, 9,555 are under active construction, and 24,720 are under procurement.

“The programme began under the National Institutional Housing Programme to address accommodation deficits within the police and prison services and was later expanded to include additional security agencies,” the statement read.

Major ongoing police housing developments are underway at the General Service Unit (GSU) Headquarters in Ruaraka, Kiganjo Training School and the GSU Training School in Embakasi, alongside other strategic sites aimed at reducing accommodation shortages in high-demand operational areas.

In parallel, the Kenya Defence Forces Affordable Housing Programme is delivering units across Kahawa, Embakasi, Lang’ata, Moi Airbase, Lanet, Gilgil, Nanyuki and Mariakani military camps.

A 500-unit development at Roysambu has already been completed and handed over, while the other projects are scheduled for completion between January 2026 and January 2028.

On digital transformation, the State Department for Immigration and Citizen Services reported that 22,665 government services have been onboarded onto the eCitizen platform out of 26,550 identified services targeted for integration by June 30, 2026.

The introduction of government-to-government services on the platform has commenced, beginning with selected state corporations and foreign missions in Nairobi.

PS Omollo indicated that onboarding of services within the National Police Service and Correctional Services will be accelerated with enhanced technical and financial support.

Under the Usajili Mashinani mobile registration initiative, 100,195 national identity cards have been issued since September 2025, including 70,648 first-time registrations, while 52,262 birth certificates were issued during the exercise.

To strengthen outreach, 45 new vehicles have been acquired, and additional registry and civil registration offices are being operationalised in the current financial year to enhance inclusion for citizens in remote areas and improve access to government programmes requiring official identification.

The subcommittee also reviewed progress under the Government Legislative Agenda, noting that several key Bills have been assented into law, including amendments to the Independent Electoral and Boundaries Commission Act, the Conflict-of-Interest Act, the National Lottery Act and the Gambling Control Act.

The Public Benefits Organisations Act has also been operationalised following the gazetting of its commencement date.

The Diaspora Integrated Information Management System is now operational, providing integrated digital services to Kenyans living abroad and supporting implementation of the Kenya Diaspora Policy 2024.

The meeting, chaired by PS Omollo, brought together principal secretaries and senior officials from departments within the Governance and Public Administration cluster.

The leaders reaffirmed their commitment to strengthening implementation oversight, enhancing inter-agency coordination, and accelerating delivery of priority governance and security sector reforms.
