The Kenya National Highways Authority (KeNHA) has appointed Luka Kipchumba Kimeli as its new Director General, effective February 17, 2026.

The announcement was made by the Board of Directors following consultation with the Cabinet Secretary for the Ministry of Roads and Transport.

Kimeli takes over the top role after a competitive and transparent recruitment process, conducted under the Kenya Roads Act, 2007, and other relevant public service procedures.

He brings 27 years of experience in infrastructure development, strategic programme delivery, and public sector leadership within the roads sub-sector.

Kenha Chairperson Winfrida Ngumi expressed confidence in the new Director General. She said Kimeli is well-positioned to "steer the Authority towards greater efficiency, accountability, and service excellence in delivering safe, resilient, and world-class highway infrastructure that supports national growth and regional integration."

Ngumi added that the Board "congratulates Eng. Kimeli on his appointment and assures him of its full support as he assumes office."

The appointment comes at a time when Kenya is expanding its road networks to meet rising transport demands and boost regional connectivity.

KeNHA plays a key role in developing, managing, and maintaining the country’s national highways, which are central to trade and mobility.

Observers note that leadership stability at the Authority is crucial for ongoing infrastructure projects, which include major highway expansions and maintenance programmes across the country.

Kimeli’s extensive experience in the sector is expected to strengthen project delivery and enhance operational efficiency.

Kimeli steps into the role after serving as acting Director General since July 11, 2025, when the previous Director General, Eng. Kung’u Ndungu, resigned with immediate effect.

At the time, KeNHA board chairperson Winfrida Ngumi said the Board had "expressed confidence in the acting DG’s ability to steer KeNHA’s mandate during the transition."

The Kenya National Highways Authority (KeNHA) is a state corporation established under the Kenya Roads Act, 2007, responsible for the management, development, rehabilitation, and maintenance of national trunk roads (Class S, A, and B).

It operates under the Ministry of Roads and Transport, ensuring safe and resilient road infrastructure.
