Senegal players celebrate after winning the 2025 Africa Cup of Nations in Morocco/CAF
The Confederation of African Football (CAF) Disciplinary Board has imposed a series of sanctions on the Fédération Sénégalaise de Football (FSF), the Fédération Royale Marocaine de Football (FRMF), as well as several players and officials, following incidents that occurred during the 2025 Africa Cup of Nations (Afcon) final in Morocco.
In a statement, CAF said the sanctions were issued for violations of the CAF Disciplinary Code, including unsporting conduct, improper behaviour and actions that brought the game into disrepute.
Senegal head coach Pape Bouna Thiaw received a five-match suspension from all official CAF competitions for unsporting conduct and for breaching principles of fair play and integrity. He was also fined USD100,000.
Two Senegal international players: Iliman Ndiaye and Ismaila Sarr were suspended for two CAF matches for unsporting behaviour towards the referee..
The FSF was handed cumulative fines amounting to USD615,000. CAF fined the federation USD300,000 for the improper conduct of its supporters, and a further USD300,000 for the unsporting behaviour of players and technical staff, which CAF said brought the game into disrepute.
An additional USD15,000 fine was imposed after five Senegal players were cautioned during the final.
On the Moroccan side, defender Achraf Hakimi was suspended for two official CAF matches, with one match suspended for a period of one year, following findings of unsporting behaviour.
Midfielder Ismaël Saibari was handed a three-match suspension and fined USD100,000 for unsporting conduct.CAF also fined the FRMF a total of USD330,000.
This included a USD200,000 fine for the inappropriate behaviour of stadium ball boys during the final, USD100,000 for the improper conduct of Moroccan players and technical staff who invaded the VAR review area and obstructed the referee’s work, and USD15,000 for the use of laser devices by supporters.
Additionally, the Board confirmed that it had rejected a protest lodged by the FRMF, which alleged violations by the FSF of Articles 82 and 84 of the Africa Cup of Nations Regulations.
Article 82 says: If, for any reason whatsoever, a team withdraws from the competition or does not report for a match, or refuses to play or leaves the ground before the regular end of the match without the authorisation of the referee, it shall be considered looser and shall be eliminated for good from the current competition. The same shall apply for the teams previously disqualified by decision of CAF.
Aticle 83: A team that shall not be present on the ground, dressed to play at the time fixed for kick-off or at most 15 minutes later, shall forfeit the match. The referee shall register the absence of the team and shall write it in his report. The Organising Committee shall take the final decision in this respect.
Article 84 reads: The team which contravenes the provisions of articles 82 and 83 shall be eliminated for good from the competition. This team will lose its match by 3-0 unless the opponent has scored a more advantageous result at the time when the match was interrupted, in this case this score will be maintained. The Organising Committee may adopt further measures.
CAF ruled that the protest, which related to events during the Afcon 2025 final, did not meet the required criteria and upheld its original decision.
