Kisumu Governor Anyang’ Nyong’o has urged county executive officials to prioritise accountability, innovation and tangible results as they sign their performance contracts for the 2025-26 financial year. 

He said the exercise was more than a formality, describing it as a “binding agreement that translates his administration’s manifesto into concrete outcomes”. 

“Signing our performance contracts is a practice that has become an integral part of our governance culture. Regardless of rank or responsibility, this exercise binds all of us to the same standard of accountability, discipline and results-oriented leadership,” Governor Nyong’o said. 

He spoke during the performance contract signing ceremony for county executive committee members and chief officers in Kisumu.

Nyong'o reminded officials that Kisumu residents had entrusted them with the responsibility of delivering impactful services that improve lives. 

“That trust can only be reciprocated through clear, measurable and achievable performance targets,” he said. 

Nyong'o commended the Strategy, Policy and Delivery Directorate for maintaining institutional discipline that ensures the process is undertaken every financial year, in line with the Council of Governors’ Integrated County Performance Management Framework. 

He said this allows the administration to assess performance objectively and make informed, evidence-based decisions. 

Acknowledging that this year’s signing was delayed to the third quarter due to systemic challenges such as budgetary processes and the rollout of the e-Government Procurement system, Nyong’o said officials’ responsibilities remain unchanged. 

“I expect each of you to demonstrate innovation, adaptability and problem-solving capacity in ensuring the negotiated targets are met,” he said. 

The county chief further stressed that all performance targets must align with Kisumu County’s Integrated Development Plan (CIDP), as well as national development priorities outlined in Kenya Vision 2030, the Second Medium Term Plan, and global commitments to which Kenya is a signatory.

“The Council of Governors has strengthened the Performance Management Framework, integrating staff performance appraisals with departmental objectives and countywide goals. I expect a proper cascading of targets with clear individual accountability at every level of the organisation,” Nyong’o said.

He urged the county government to continuously strengthen the performance management cycle, including through capacity building and strategic collaboration with development partners. 

“Let us proceed with clarity of purpose, a shared sense of responsibility and an unwavering focus on results,” he said.

The ceremony brought together the deputy governor, county executive committee members, chief officers and senior county staff, reinforcing the county leadership’s commitment to efficient and results-oriented public service.
