The Independent Policing Oversight Authority (Ipoa) says it has commenced investigations into the fatal shooting of Shukri Ibrahim in Mukuru Kwa Njenga, Nairobi County.

IPOA says it’s seized of the matter in the incident that took place on Sunday morning, with preliminary reports indicating Shukri was with two other persons when he was shot.

According to IPOA, the deceased was in the company of two other people around 6:10 am en route to deliver a motor vehicle to a client in Imara Daima when the vehicle was involved in a traffic accident with a matatu.

“A confrontation ensued between the drivers of the two vehicles, prompting the trio to drive away after the matatu driver called for reinforcement from his colleagues. The three occupants parked their car at MCC school and began walking back to the scene,” Ipoa says.

While walking away, they were intercepted by the police officers who ordered them to lie down.

During the encounter, one of the officers allegedly discharged his firearm, fatally injuring Shukri after he sustained a gunshot wound that he succumbed to at the scene.

“Ipoa oversaw the postmortem examination on the deceased, which was conducted on the afternoon of 11th January 2026. The postmortem results established the cause of death as a head injury due to a single penetrating gunshot,” Ipoa Chairman Issack Hassan said.

The two police officers involved were arrested and arraigned before the Milimani Law Courts on Tuesday morning, with the court granting Ipoa custodial orders to hold them in separate cells for 14 days to allow completion of investigations.

The Authority, according to Hassan, has obtained relevant police documents, documented the crime scene, recorded wetness and police officer statements, and obtained the post-mortem reports.

“Being in control o the situation, the Authority urges all members of the public to remain calm as it works to finalise the investigations efficiently and in a timely manner,” Hassan said.
