Interior CS Kipchumba Murkomen in Laikipia/MINAInterior CS Kipchumba Murkomen now says that the government will start monitoring the activities of former police officers and officers who have served in the Kenya Defence Forces (KDF).
Murkomen, while commenting on the arrest of former prisons officer Jackson Kuria Kihara, alias Cop Shakur and former KDF officer Patrick Nyambaka Osoi, said anyone who has served in the police service and the army has a greater responsibility compared to civilians.
He went on to say that these individuals are highly trained by the state on the use of arms, and therefore any threats they make are considered rebellion.
The CS said he was pleased that the Directorate of Criminal Investigations (DCI) took action against the duo.
“There are characters I saw online calling themselves forces fighting police brutality, and yet they were carrying guns and dressed in jungle green attire trying to intimidate the people of Kenya.
“I want to tell this, all police officers and military officers out of service they have a greater responsibility than a civilian and we will put them under very strict surveillance because those are persons highly trained by the government of Kenya on the use of arms and once they start threatening the public and government we consider that subversive activities and I'm glad the DCI has investigated, arrested and charged some of them and must be dealt with,” Murkomen said on Thursday.
He added that the government is aware the two were forming a military wing for political activities in the country.
The CS said that would not be allowed.
He insisted that any officers found engaging in politics or those who will leave to go engage in crime will not be spared.
“We know they are establishing a military wing of the political activities, we will not allow that. Let me be very clear, those officers doing politics in office or exiting office to go and carry out criminal activity must be dealt with firmly.”
DCI said it was investigating the two for alleged terror links. Cop Shakur was arrested after Osoi.
DCI alleged that at the time of arrest, he was found in possession of a red beret bearing the ‘FBI’ symbol.
Cop Shakur will be arraigned at the Kahawa Law Courts on Thursday, July 2025.
Following the arrest, Osoi was then arraigned at the Kahawa Law Courts, where he faced charges under the Prevention of Terrorism Act, 2012, and for allegedly being in possession of a firearm, among other offences.
He is currently being held at Muthaiga Police Station, pending a court ruling on custodial orders scheduled for Thursday.
