ICTA is seeking to strengthen its management team by recruiting a highly motivated professional for the CEO position.The Information and Communication Technology Authority has announced a vacancy for the position of Chief Executive Officer.
ICTA is a state corporation under the Ministry of Information and Communication Technology.
The authority, established in August 2013, is responsible for rationalising and streamlining the management of all government ICT functions.
Its mandate includes setting and enforcing ICT standards in government, promoting e-government services, digital literacy and capacity, ICT innovation and enterprise and securing ICT infrastructure.
It's also mandated to supervise ICT projects and manage the Kenya National Spatial Data in line with the Kenya National Digital Master Plan 2022–2032.
Job specifications
The authority is seeking to strengthen its management team by recruiting a highly motivated professional for the position of CEO.
The office bearer will report to the board of directors and be responsible for managing and administering all activities of the authority.
The job purpose, as outlined in the advert, is to “provide strategic leadership and direction to the authority in the management of day-to-day activities in order to achieve ICT Authority’s mandate in line with its Strategic Plan and Government Policy.”
Applicants are expected to provide “strategic leadership in accordance with the mandate of the authority as stipulated in section 5 of the Legal Notice No 183,” as well as to formulate, implement and review the strategic plan, business plan, annual plan and annual budget of the authority.
The CEO will coordinate the operations and administrative functions, implement policies and programmes, and oversee the implementation of board decisions and policies.
Other duties include ensuring effective governance, risk and crisis management, proper management of funds and property, and developing operations plans and programmes to achieve the Authority’s objectives.
The advert further specifies that the CEO will be the spokesperson for the authority and will spearhead the development and implementation of efficient systems to support the effective use of the authority’s resources.
The CEO will also be responsible for establishing and maintaining sound working relationships with government agencies, customers, and development partners to position Kenya globally.
Person specifications
To be considered for appointment, candidates must have served in a relevant position for at least 15 years in the public or private sector, with a minimum of nine years in a senior management position.
Academic qualifications required include a bachelor’s degree in Information Communication Technology, Finance, Law or a related field from a recognised institution, and a master’s degree in Information Communication Technology, Finance, Business, Law or a related field.
Applicants must have completed a leadership course lasting at least four weeks at a recognised institution and must be members of a relevant professional body.
Additionally, candidates must possess a certificate in computer application skills and meet the provisions outlined in Chapter Six of the Constitution of Kenya, 2010.
Competencies and skills
The authority is seeking candidates with a range of competencies and skills, including the ability to communicate with impact, lead and manage people, apply expertise, plan and organise, manage performance, and oversee financial and resource management.
Other desired skills include customer and stakeholder orientation, strategic visioning, political acumen, decision-making, collaboration, coaching and mentoring, persuasion and influencing, networking, and technological savvy.
Shortlisted candidates will be required to submit or have initiated the following compliance certificates:
Certificate of Good Conduct from the Directorate of Criminal Investigation (DCI), Certificate of Compliance from the Higher Education Loans Board (HELB), Tax Compliance Certificate from the Kenya Revenue Authority (KRA), Current Self Declaration from the Ethics and Anti-Corruption Commission (EACC), and a Certificate from the Credit Reference Bureau (CRB).
The appointment is for three years, renewable once, subject to satisfactory performance.
