Kiharu Ndindi Nyoro has formally written to Speaker Moses Wetang'ula requesting the urgent recall of the National Assembly from recess to deliberate on proposed amendments aimed at lowering fuel prices.
In a letter dated May 15, the Kiharu MP urged the Speaker to convene a special sitting “at the earliest, preferably Monday,” to process legislative changes targeting taxes and levies imposed on petroleum products.
Nyoro said the proposed interventions are intended to cushion Kenyans from the escalating cost of living and shield the economy from inflationary pressure caused by high fuel prices.
For ease of reference, the legislator noted that the detailed proposals had already been forwarded separately to the Clerk of the National Assembly for consideration and processing.
Among the key proposals is an amendment to the VAT Act to reduce Value Added Tax on petroleum products from 8 per cent to zero, effectively making petrol, diesel and kerosene VAT exempt.
According to the MP, the move would lower pump prices by about Sh15.87 per litre for super petrol and Sh17.99 per litre for diesel.
“We have proposed amendments as below; amendment on the VAT Act to reduce VAT on fuel products from 8 per cent to zero, thereby making petrol, diesel and kerosene VAT exempt,” Nyoro said.
The lawmaker also proposed the reduction of the Road Maintenance Levy Fund (RMLF) by Sh7 through the revocation of the Road Maintenance Levy Fund (Imposition of Levy) Order, 2024.
Nyoro further noted that an additional Sh5 billion diesel subsidy proposed by his team would not require parliamentary approval.
He argued that the combined measures would significantly ease pressure on consumers and businesses.
“All these proposals can reduce the price by an acceptable margin and avert damaging inflationary effects to the economy,” he stated.
In his formal communication to the Speaker, Nyoro appealed for the House to be recalled under constitutional and Standing Orders provisions to facilitate the tabling and consideration of the amendments.
“I respectfully write to request your consideration for the recall of the National Assembly from recess… to deliberate on urgent proposed legislative amendments aimed at reducing the cost of fuel in the country,” the letter reads in part.
The push comes amid growing public concern over the rising cost of fuel, which has triggered increases in transport, food and electricity costs across the country.
