The Cabinet Secretary downplayed the interruption, telling the audience that the animal had done nothing wrong.

“It has done nothing wrong; it is on duty,” Murkomen said, drawing laughter from those in attendance before resuming his speech.

The incident occurred as Murkomen presided over the commissioning of the Inoi Division headquarters and the unveiling of the National Registration Bureau and Civil Registration Services offices in Kiawara, Kirinyaga Central Sub-County, Kirinyaga County.

The brief interruption added a humorous touch, prompting applause and laughter from the crowd as the Cabinet Secretary continued with his address.

Murkomen said that access to essential government services was a common appeal from Wananchi during the recent Jukwaa la Usalama forums held across the country.

He reaffirmed the government's commitment to addressing the requests promptly, prioritising areas where citizens travel long distances to access services and regions with high population density.

According to him, last month, significant progress was made with the operationalisation of administrative units across the country: three Sub-Regions in Nairobi, 42 Sub-Counties, 122 Divisions, 414 Locations, and 453 Sub-Locations.

The launch event was attended by key national and county leaders, including Kirinyaga Deputy Governor David Githanda, area MP Joseph Gitari, Principal Administrative Secretary Beverly Opwora, MCAs led by Majority Leader Benson Ngahu, Central Kenya Regional Commissioner Joshua Nkanatha and Regional Police Commander Jasper Ombati, and Regional Administration Police Commander Somane Farah.

Others are County Commissioner Hussein Allasow, County AP Commander Gladys Kosgei, and County Police Commander Abdullahi Jire, among other government officials.

The initiative underscores the government’s dedication to bringing services closer to the people and enhancing citizen engagement through structured forums like Jukwaa la Usalama.
