Chinese ambassador to Kenya Guo Haiyan says China’s next phase of development will focus on quality growth, innovation and improved living standards as the country prepares to roll out its 15th Five-Year Plan.

Speaking during a briefing with editors and journalists from leading Kenyan media houses, Guo outlined China’s governance philosophy and long-term development priorities anchored on the guiding principles of the Fourth Plenary Session of the Central Committee of the Communist Party of China (CPC).

She said the Fourth Plenary Session is critical in strengthening China’s governance system and steering the country’s modernisation agenda.

The ambassador highlighted milestones achieved during the 14th Five-Year Plan period, citing steady economic growth, industrial upgrading and expanded social development despite global economic headwinds.

Under the upcoming 15th Five-Year Plan, Guo said China will prioritise high-quality, innovation-driven growth aimed at improving livelihoods and sustaining long-term economic resilience.

She also drew from the fifth volume of “Xi Jinping: The Governance of China” to explain China’s development experience and governance approach, noting that China has become a major contributor to global economic growth.

“China’s development is not closed or exclusive. We are ready to share experiences, expand cooperation and pursue mutual growth with partners, especially African countries such as Kenya,” she said.

Guo reaffirmed China’s commitment to deepening practical cooperation with African nations, strengthening governance exchanges and supporting shared progress on the path to modernisation.

Editors and journalists present commended China’s economic and social development achievements and expressed appreciation of the country’s governance experience. 

They noted that China enjoys strong development prospects and that there is significant potential for deeper China-Kenya cooperation.

“This kind of engagement helps the media better understand China’s development path and policy direction,” said Radio Africa Group Digital editor Francis Mureithi.

Mureithi added that China’s development model offers valuable lessons, particularly for Kenya as it strives to attain first-world status.

Participants expressed optimism about China’s future trajectory, voicing hope that the country will register greater progress during the 15th Five-Year Plan period.

They also said they expect China–Kenya and China–Africa relations to scale new heights, anchored on mutual respect, shared opportunities and common development goals.
